HPD-ICE Reports

On April 8, 2026, Houston City Council passed Council Member Salinas’ Proposition A immigration ordinance, marking a significant step toward strengthening public safety, protecting constitutional rights, and rebuilding trust between law enforcement and the communities they serve.

The ordinance ended HPD’s 30-minute waiting practice based solely on civil ICE administrative warrants and added quarterly public reporting on HPD’s interactions with ICE. Following threats from the Governor to withhold public safety grant funding, the ordinance was amended, but the transparency requirements remain in place.
