City of Houston Officially Launches Two Major Housing Programs Supporting Winter Storm and Hurricane Recovery

June 30 2025 — The City of Houston Housing and Community Development Department (HCD) is proud to announce the official launch of two critical programs designed to bring relief and opportunity to Houston families: the Winter Storm Uri Single-Family Home Repair Program and the Harvey Homebuyer Assistance Program 2.0 (HbAP 2.0).

This launch is especially meaningful as it closes out National Homeownership Month, a time when we reaffirm our belief that every Houstonian deserves a home that they can take pride in and, most importantly, feel safe in.

Harvey Homebuyer Assistance Program 2.0 (HbAP 2.0)

With more than $19 million invested, HbAP 2.0 helps Houstonians impacted by Hurricane Harvey take the next step toward homeownership. Eligible first-time homebuyers can receive up to $125,000 in down payment and closing cost assistance.

This initiative is about turning the dream of homeownership into a reality, especially for those who need it most.

Winter Storm Uri Single-Family Home Repair Program

In partnership with the U.S. Department of Housing and Urban Development (HUD), the City of Houston has secured over $50 million in funding. More than $40 million of that will directly support storm-damaged homes through:

  • Reimbursement Pathway – Up to $10,000 for qualified out-of-pocket repairs
  • Rehab or Reconstruction Pathway – Up to $100,000 for rehabilitation or up to $300,000 for full reconstruction

This program is tailored to support homeowners affected by Winter Storm Uri in restoring safe, livable homes.
