July 18, 2025 - Charges have been filed against a suspect arrested in the fatal shooting of a male at 3820 South Gessner Road about 1:25 a.m. on Saturday (July 12).

The suspect, Isaac Biais, 21, is charged with murder in the 184th State District Court. A booking photo of Biais is attached to this news release. 

The victim is identified at Emiliano Quirino, 21.

HPD Homicide Division Detectives A. Graf and E. Torres reported:

HPD patrol officers responded to a shooting in a parking lot of a business at the above address and found an unresponsive male, later identified as Mr. Quirino. He had suffered multiple gunshot wounds. Paramedics pronounced him deceased at the scene.

Investigators learned the victim was in the parking lot near an unknown vehicle. A disturbance occurred between the victim and the suspect, leading to the shooting incident. The suspect fled the scene in an unknown vehicle.

Further investigation identified Biais as the suspect in this incident. Officers arrested him on Thursday (July 17) and he was subsequently charged and booked into the Harris County Jail.
