April 02, 2026 - A suspect has been charged in the fatal shooting of a man found at 1809 Saint Elmo Street about 8:50 a.m. on September 10, 2023.

The suspect, Zachary Harper, 47, is charged with murder in the 338th Criminal District Court. A previous booking photo of Harper, who was already in custody, is attached to this news release.

The victim is identified Armin Mirazimi, 26.

HPD Homicide Division Sergeant R. Montalvo and Detective D. Higgs reported:

HPD patrol officers responded to a person down call in a vacant lot at the above address and found the victim, unresponsive in his vehicle. He had suffered a gunshot wound. Houston Fire Department paramedics pronounced the man deceased.

A 2000s gray Mercury Grand Marquis, with a black vinyl roof over the backseat, was seen leaving the crime scene.

Further investigation identified Harper as a suspect in this case. On Thursday (April 1) Harper was charged for his role in the shooting. Harper was already in custody on an unrelated charge.
