Jordan McGinty FrazierJordan McGinty Frazier, Chief of Staff
Jordan Frazier serves as Chief of Staff to Council Member Sallie Alcorn, where she has played a key role in advancing major initiatives across both terms. In the first term, she managed the Regulatory & Neighborhood Affairs Committee and oversaw council agenda analysis and tracking, while helping strengthen ordinances related to noise, animal welfare , and commercial vehicles in residential neighborhoods. In the second term, she has clerked the Budget and Fiscal Affairs Committee, coordinating monthly meeting agendas and leading the annual budget workshop process.

Before joining Council Member Alcorn’s team, Jordan worked with Mayor Pro Tem Dave Martin for nearly four years, supporting the Clear Lake and South Belt-Ellington communities and assisting with communications. Outside of work, she enjoys playing mahjong with friends and spending time outdoors, especially walking the Memorial Park loop before finishing the day with a burger at Beck’s Prime with her husband and one-year-old son. Jordan graduated from the University of Texas at Austin in 2016 with a degree in Radio, Television, and Film.

Katie SheltonKatie Shelton, Deputy Chief of Staff
Katie manages the team's special projects, the transportation policy through the council member's participation on the Houston Galveston Area Council and Transportation Policy Council, and the council member's efforts at the Texas Municipal League. A longtime city staffer, Katie started working on city council in 2016, where she served under then-chief of staff Sallie Alcorn. In her previous role, Katie managed District G's Capital Improvement Projects, Council District Service Fund spending, and the office budget. Katie spends her spare time volunteering at the Houston Livestock Show and Rodeo, the Houston Arboretum, or with her family. She and her husband will celebrate their sixth wedding anniversary this year and have three children - Jack, William, and Benjamin. Katie holds a B.A. in History from Texas A&M, and a J.D. from Loyola University New Orleans College of Law.

Helen V. ChouHelen V. Chou, Public Affairs Liaison
Helen Chou is a native Houstonian, focusing on policy research and constituent affairs, including fiscal policy, economic development, and public communications. Helen’s work spans the public, private, and non-profit sectors, with over 12 years of government experience across Asia and the U.S. Before joining the team, Helen served as Director of People and Strategy at Chennai-based Athena Infonomics specializing in data-driven international development, and also served at the Houston Public Library supporting Houston's diverse communities as Senior Manager of International Services.

Previously, Helen lived and worked in Singapore for seven years, including five years with the Singapore Economic Development Board, where she co-led the International Organisations Programme Office overseeing portfolios in health, environment, humanitarian response, philanthropy, and social finance. She began her career in finance with Oliver Wyman in New York. Helen holds a Bachelor’s in Economics and East Asian Studies from Harvard University, and a dual Master’s in International Affairs and Public Policy from Columbia University and the Lee Kuan Yew School of Public Policy at the National University of Singapore.
