Regulations for Micromobility Devices and Off-Highway Vehicles

On November 19, 2025, Houston City Council unanimously approved amendments to Chapter 45 of the Code of Ordinances, relating to micromobility devices (e-scooters) and off-highway vehicles (ATVs). The City has the authority to regulate micromobility devices and off-highway vehicles on public roadways, streets, alleys, sidewalks, and city parks within City limits. The intention of the amendments, which establish a citywide curfew from 8 p.m. to 4 a.m. is to reduce safety hazards, prevent public nuisances, and align with the City’s long-term vision for a safer and more pedestrian-friendly community. The ordinance amendments became effective immediately upon approval.

Devices that are impounded by the Houston Police Department may be retrieved, upon payment of $100 per device, within 30 days at the ParkHouston office, 2500 Fannin. Email parking@houstontx.gov to ensure your devices are ready for pick up. After 30 days, devices are considered abandoned and will be disposed of by the City.

To contest an impoundment, you may file a request for an impoundment hearing (Sec 45-343(e)) within 14 days of the impoundment. The Municipal Courts Hearing Request form must be filed with ParkHouston either in person, by mail (2500 Fannin, Houston, 77002) or email (parking@houstontx.gov).
