Geographic Information Systems (GIS)

The GIS division creates and maintains the City's underlying geospatial data for all departments applications and map requests. The groups also assign official City addresses and coordinate with emergency providers within the City, county, and regional agencies to ensure accurate, effective emergency services; and provides mapping and analysis for data, training, testing and debugging to ensure product quality. Staff also provides demography, land validation services, population officiation and annexation boundary confirmation.

The Development Services Division reviews subdivision plats submitted for consideration at Planning Commission meetings for compliance with Houston’s land development ordinance, Chapter 42. Staff also reviews development site plans for compliance with Chapter 42, parking regulations and the tree and shrub regulations. The Division reviews applications for the locations of certain type of development such as hotel/motels, hazardous material storage facilities, and cellular towers.

Staff reviews development site plans for compliance with land development code (Chapter 42), parking regulations (Chapter 26), landscape and sidewalk ordinances (Chapter 33). The Permitting team reviews and coordinates sidewalk modifications, Walkable Places application review, and multifamily site plan reviews.
Transportation Planning

The Transportation Planning Division leads the City’s systems-level transportation planning, which includes the City’s Complete Streets and Transportation Plan, Major Thoroughfare & Freeway Plan, Bicycle Master Plan, local area studies, and external transportation funding efforts. The Division also supports other departments and agencies, such as Houston Public Works and METRO.

Houston Office of Preservation (HOP) maintains Houston's architectural history through preservation initiatives. HOP Administers ordinances as required by Chapter 33 of the Code of Ordinances. Reviews applications for Certificates of Appropriateness, Landmark Designations, and Protected Landmark Designations. HOP provides outreach and education opportunities for residents about how to preserve architecturally significant structures in Houston.

The Community and Regional Planning Division facilitates the long-term stability of Houston through administering ordinances and conducting community engagement activities for Department initiatives. The team administers ordinances as required by Chapters 28 (Prohibited Yard Parking) and 42 (Minimum Building Line/Lot Size), Civility (Chapter 40), and Honorary Street Markers (Motion 93-1455), and ION Community Benefits Agreement (Ordinance 2021-975).
