Short-Term Rentals
On April 16, 2025, Houston City Council adopted an ordinance creating regulations for short-term rental (STR) properties operating within the Houston city limits and requiring registration of those properties.
A short-term rental, as defined by the ordinance, is a dwelling unit or any portion of a dwelling unit that is rented out or offered to be rented out for a period of less than 30 consecutive days.
STR enforcement will begin on January 1, 2026.
INFORMATION AND DOCUMENTS YOU SHOULD HAVE READY BEFORE YOU BEGIN THE REGISTRATION PROCESS
Registrants – Full name, address, email address, telephone number and driver’s license front and back image. Registered STR properties are linked by the email address used during the registration process. IF YOU CHANGE YOUR EMAIL, YOU WILL LOSE ACCESS TO YOUR OLD EMAIL ADDRESS AND THE REGISTERED STRS USING THE OLD EMAIL ADDRESS WILL NOT LINK TO YOUR NEW EMAIL ADDRESS.
Driver’s License front and back images
Full street address, city, state and zip code.
Full name, mailing address, street address, email address, telephone number of each property owner and operator.
- (1) Required to maintain the Texas Secretary of State documents and such records must be made available to the City of Houston when requested in an audit or compliance review
AND - (2) Entity identified in Texas Secretary of State documents is in good standing with the Texas Comptroller and will maintain the necessary records that must be made available to the City of Houston when requested in an audit or compliance review.
Full name and telephone number for the 24/7 emergency contact individual/call center authorized to respond to an emergency condition at the STR property within one hour after being notified by emergency response personnel. 24/7 contact information must be displayed within the STR property in a highly visible area.
Names and website addresses of all platforms (hosting/listing sites) that the STR property is advertising bookings for.
Form signed by the STR property owner granting permission to use the property as a short-term rental and acknowledging that using the property as a short-term rental does not violate any rental/condominium agreements, bylaws, covenants, deed restrictions, homeowner association rules, or terms. ANY CHANGE TO THE STR OWNERSHIP WILL REQUIRE A NEW STR REGISTRATION.
- STR Registrants using Airbnb may provide:
- A payment summary from a recent booking showing payment (deduction) of hotel occupancy tax (HOT)
- HOT payment information from their Airbnb account. Click Today › Menu › Earnings › Click View Earnings Summary, Get CSV report, filter, download, save and submit with your registration.
- STR Registrants using Vrbo may obtain a Stay Tax Report from Vrbo using this link: https://help.vrbo.com/articles/About-the-stay-tax-report
- Download the information, save and submit with your registration.
- STR Registrants using other STR Booking platforms
- Provide proof of hotel occupancy tax (HOT) payment for the operation of the short-term rental property such as the Houston First Service Order Confirmation showing HOT remittance for the most recent quarter or a “payment received” email from Houston First.
- If you have not previously registered with Houston First and not using Airbnb or Vrbo, complete the online HOT form found on this link https://www.houstonfirst.com/hot/registration-form and submit. Take a screenshot of your registration being received by Houston First and submit as your proof of registration with Houston First.
