Council Member Tiffany D. Thomas
Tiffany D. Thomas who was re-elected in 2024 is a  transformative public servant, visionary leader, and trusted coalition builder  serving as the first female Houston City Council Member for District F -- home to  one of the most diverse populations in the city and state. Known for her bold  leadership, people-centered approach, and fearless policy execution, Thomas is  redefining what local government can do when driven by courage, clarity, and  community trust.
Since taking office, Council Member Thomas has delivered measurable changes across public infrastructure, affordable housing, homelessness, public safety, and disaster preparedness. She has spearheaded the installation of new streetlights in dark corridors, expanded license plate recognition (LPR) camera networks to deter crime, and allocated resources to clean up blight and illegal dumping in underserved neighborhoods. Her work in public safety extends beyond enforcement -- creating safer neighborhoods by investing in after-school programs, neighborhood partnerships, and community trust.
As Chair of the Housing and Affordability Committee under two mayoral administrations, Thomas has been at the forefront of housing affordability and investment championing policy reforms and mobilizing millions in disaster recovery dollars for homeowners affected by Winter Storm Uri in 2021 and Houston’s rent relief program which gained national attention during the COVID-19 global pandemic in 2020. In August 2025, Council Member Tiffany D. Thomas successfully championed the Community Development Block Grant – Disaster Recovery 2024 (CDBG-DR24) amendment, securing a historic shift from $0 to $100 million in disaster recovery housing funds following the 2024 Derecho and Hurricane Beryl. Her leadership ensured critical resources will directly support affordable housing and resilient communities across the city.
					   Her signature initiatives include the Inaugural Faith  & Affordable Housing Summit—bridging the gap between faith institutions and  development partners -- and community education around heirs' property, ensuring  generational land retention in historically Black and Brown communities. Her  commitment to dignified, place-based outreach is a model for city leaders  nationwide.
					   With a powerful ability to convene multiracial,  multiethnic, and intergenerational coalitions, Thomas leads with both policy  insight and cultural fluency. Her community meetings, summits, and public  activations aren’t just events -- they’re organizing moments that shape Houston’s  future.
					   Beyond city hall, she is a respected academic and  Assistant Professor of Community Development at Prairie View A&M  University, where she teaches graduate students and integrates research into  action. Her work has been published, cited, and replicated nationally -- further  cementing her role as a bridge between scholarship, policy, and grassroots  leadership. 
					   Council Member Thomas is a member of Delta Sigma Theta  Sorority, Inc., National Social Action Chair for The Links, Incorporated, a  2025 Local Elected Unum Fellow, a leader on America’s Housing Comeback  Taskforce with the National League of Cities, and the Community Development  Society. Her record, reach, and results speak for themselves. Council Member  Thomas is not only shaping the city of Houston -- she’s shaping what leadership  looks like for the next generation of public service.
